Argentine Foreign Minister Susana Malcorra participated in the extraordinary meeting held by the Permanent Council of the Organization of American States (OAS) in Washington to analyze the situation in Venezuela.
Following the meeting of the Council, currently chaired by Argentina, Minister Malcorra stated: "We are trying to find a way to unblock a situation that is highly complex; that is why I said this is not a time for rhetoric—it is a time for action."
In her comments to the press, Malcorra explained: "There is no peace without development and there is no development without peace; neither can be built unless institutions are rooted in human rights. I believe the message was quite straightforward. Argentina's proposal is to be available to work, both from the OAS and from each of the many existing options and platforms, and to do so constructively."
In the same vein, she added: "It is necessary to find a forward- looking formula, including, among other things, the urgent needs faced by the Venezuelan people today as a consequence of the severe level of shortages."
Asked about the possibility of invoking the Democratic Charter, Foreign Minister Malcorra stated: "I think it is too soon to discuss the Democratic Charter. It is important to work on an opportunity for mediation and dialogue first. To us, that is at the heart of the role played by these institutions. Instead of focusing so much on one tool—that is to say, the possibility of invoking the Democratic Charter—, we have to expand our options."
